Papua New Guinea-based entities with investment opportunities can submit projects for assessment through InvestPNG. Submissions are evaluated against the platform’s capital-readiness framework and, where accepted, structured into institutional-quality investment briefs for controlled distribution to qualified investors.

Who Can Submit

Opportunity submissions are accepted from PNG-based entities including:

• Project sponsors and development companies with defined investment opportunities
• Incorporated Land Groups with resource or development opportunities on customary land
• Government agencies with PPP, concession, or public investment frameworks
• Joint ventures or consortia with identified capital requirements

Submissions from entities outside Papua New Guinea are considered on a case-by-case basis where the opportunity is located within PNG and the submitting entity has a demonstrated connection to the project.

Documentation Requirements

Submissions should include sufficient documentation to enable an initial capital-readiness assessment. While requirements vary by sector and project stage, the following information is typically expected:

• Project summary describing the opportunity, its location, sector, and capital requirements
• Corporate or organisational structure of the sponsoring entity
• Land tenure documentation or resource tenement evidence
• Feasibility studies, technical assessments, or resource estimates (where available)
• Regulatory approvals, licences, or evidence of applications in progress
• Environmental and social impact documentation (where applicable)

Submissions do not need to be complete across all categories to be accepted for assessment. InvestPNG will identify documentation gaps during the assessment process and work with the submitting entity to address them.

Assessment Criteria

Submitted opportunities are assessed against InvestPNG’s five-pillar capital-readiness framework: Legal, Technical, Commercial, Financial, and ESG. Each pillar is scored independently, producing an aggregate readiness score that indicates the project’s maturity for institutional investor engagement.

Assessment considers:

• Legal standing and tenure validity
• Technical feasibility and evidence base
• Commercial viability and market positioning
• Financial structure and capital requirements
• Environmental approvals and social licence

From Submission to Listing

The pathway from initial submission to platform listing follows a defined sequence:

• Initial Review — InvestPNG reviews the submission for eligibility and baseline viability
• Capital-Readiness Assessment — The opportunity is scored against the five-pillar framework
• Structuring — Accepted opportunities are translated into InvestPNG’s institutional brief format
• Internal Review — The investment brief is reviewed for accuracy, compliance, and institutional standard
• Platform Listing — The opportunity is published to the investment pipeline with appropriate stage classification
• Investor Promotion — The opportunity is distributed to relevant segments of InvestPNG’s investor network

Timeline from submission to listing varies depending on documentation completeness and project complexity. InvestPNG will provide an indicative timeline following the initial review stage.

Confidentiality

All submissions are treated as confidential. Documentation provided during the assessment process is not shared with third parties without the submitting entity’s consent. Investment briefs published on the platform are prepared by InvestPNG and do not reproduce company documents directly.
