PPP Structures in Papua New Guinea

PPP opportunities in PNG are structured across several established models, depending on the sector and the nature of the asset:

• Build-Operate-Transfer (BOT) — the private partner finances and constructs the asset, operates it for a defined concession period, and transfers ownership to the state at term completion
• Build-Own-Operate (BOO) — the private partner retains ownership and operational control of the asset for the duration of the arrangement
• Management contracts — the state retains asset ownership while contracting operational management to a private partner
• Concession agreements — the private partner is granted rights to operate and derive revenue from an existing state asset under defined terms

Regulatory Framework

Papua New Guinea’s PPP framework is governed by legislation that defines procurement processes, risk allocation, fiscal obligations, and dispute resolution mechanisms. The regulatory structure provides for transparent tender processes, independent technical evaluation, and defined approval pathways through the relevant government authorities.
